Legal Question in Civil Litigation in Illinois

Alright,

I live in Illinois and bought a classic car from a man in Missouri.

The man promised to send me the title but never did. All we had was a bill of sale and a photocopy of the title.

It turns out that man never registered the car in his state, so it is technically still registered to the previous owner who lives in Minnesota.

I have tried to contact both parties involved but of course have not heard back. Is there someway to get that title back to me or the car in my name?

I am not an expert in this area but I do believe that you can still register and get a title for this vehicle in Illinois if you have a valid bill of sale. It will be a pain, but stop by an Illinois Secretary of State facility that does titles/registration and they should be able to provide you with the info they need. You will probably have to pay some sort of tax in addition to any filing fees.
