Legal Question in Civil Litigation in Illinois

If your car is stolen from a repair facility and they agree to replace it with something comparable. Shouldnt they pay the taxes license and title fees as well? My car was legally registered and licensed, but they left me with the fees for the car they bought to replace mine.
