Legal Question in Civil Litigation in Illinois
can a company advertise a service, in their ad say "no refunds", not provide the service for over 2 years and still legally keep my money? (I'm not sure of the area of law that would cover this.)

Based strictly on what you have written, the answer is "no." Unless there is something you should have done or not done (for example you didn't let them in the house to do the work you paid for) or some other thing like that. But, basically, if you have paid for something, that something must have been delivered to you. I hope this helps-
