contracts

I signed a proposal acceptance for a fence contract thinking it was just a proposal. The guy trticked me. However i paid no money down, there is no start date, no work has been done and i told the guy no thanks. Now he wants $ and says he'll sue.

Wait until he sues you. Then you will need to get a lawyer who will assert that you didn't knowingly enter into the contract, that you orally rejected the contract, and that no work was ever done. Hopefully this will be sufficient to get you off the hook.
