Can I use pictures of entertainers, government leaders and activist that i find on the internet and place them on t-shirts for resale.

Not unless you have their permission to do so. It is OK to use such photographs for educational, news or editorial purposes. But when it comes time for commercial use and profits, then the law draws the line and tells us that we have to have permission of the person.

No. Absolutely not, unless you obtain permission from the owner of the copyright of the pictures and from the entertainers.
