Legal Question in Civil Litigation in Illinois

My daughter brought a car from a private owner which she later found out had a lean on it, (this is her first car). The person she brought it from is giving her the run around she can't get her licence plates for the car, can't get the title changed in her name. Now the car has been impounded because of tickets and he's still have not given her all the information she need to help with this situation. What can we do to settle this?

Have you discussed the situation with the Secretary of State?

You may need to take the Seller to Small Claims court.
