established residence and return of person property

I have a friend that went to go and stay with a friend. She did not have a job but her so called friend told her she could stay there and pay rent when she got a job. She didn't find a job so she went back home. Now her friend will nt allow her to go and get her personal belongings and is telling her she will not get them back until she pays her $1500 for staying 2 weeks. Nothing was signed and she is being told that she made a verbal agreement. Is that legal in Illinois.

Oral contracts are legal in Illinois in most circumstances. A short term lease (less than one year) can be done orally. Your friend has a proof question as to whether a lease was formed, but the "landlord" probably cannot hold her personal belongings either way.
