Legal Question in Civil Litigation in Illinois

When filing for an appeal on a small claims matter, can I submit new evidence or bring a witness that I initially didn't have at trial, due to the defendant not being truthful while under oath? Also, at the time of trial I was unable to reach my witness and a contractor that could of helped my case extremely to prove the defendant ws aware of certain matters and the fault of damages were caused by the negligence of the defendant?

No. You cannot submit more evidence on an appeal.
