Government Liabilities

In 2005, a water main broke under the building I rented. The town of Gurnee, Illinois was called and it toke over 2 hours for them to turn off the water to the building. This water flooded my manufacturing business. The village didn't find the cut-off for the building for about 7-8 hours later. What was turned off was the main for the entire block.

I feel by taking so long this hurt my business and I blow off my knee.

I have been told that the village is not responisible even though it toke them over 2 hours to shut the water off. Is this right?

It might be right. Generally, local government is not liable for its own simple negligence in performing government functions. There are some significant exceptions, but an attorney would have to research whether your facts fit one of the exceptions. If you had business insurance you might inquire whether it covers business interuption.
