Internet related laws in regards to Identity Theft

Hello,Both my eBay account and my email account Google's Gmail service were recently stolen. I was able to contact eBay and they were able to recover my account and also noticed someone was trying to sell a Rolex under my username. They fixed all my issues. At the same time my email address was stolen and these two accounts are connected. Google does not have any phone numbers for me to call to talk to someone in person. The only way to possibly recover my account was through forms. First I filled out a form for missing password, and since the person hacking my account changed secondary email address, I couldn't change it that way. Therefore I was forced to wait for 5 days of inactivity on my account for it to use my security question to recover my account. The thief changed my security question too so I could recover it that method. I then contacted google by email with all my info and they said they can't help me and they said their investigation was inconclusive. This email account has important legal emails from my criminal lawyer in the past and current divorce lawyer which are private. I need to be able to access these. Is there anything I can do in a legal sense to Google to get them to recover my account or a # to call?
