Invasion of Personal Space

The town that I live in (Cook County, IL) issued a home business license to my neighbor to operate a motorcycle repair shop out of the garage at his residence (residential neighbor). However, they will not limit his operation to normal business hours. He operates his business at all hours of the day and night, weekends, holidays. The noise of motorcycle engines and the constant traffic of vehicles and people goes on at all hours. I have talked to the city officials (District Trustee, Village Manager, Police Chief)but none of them will enforce my neighbor to operate during normal business hours. What (if any) legal steps can I take against my neighbor and/or the village to enforce normal business hours at this location. Thanks in advance for your help.

You can file suit in chancery to get an injunction to stop that behavior. You can also name the city in the suit as there may be some obligations on their part that are possible to pursue.
