Legal Question in Civil Litigation in Illinois
I have a judgment against me by the city of Chicago. My court date is not until next month but they contacted my bank and put a hold on my funds. When I called and asked why they did this before my court date I was told because they want to take care of it now. Can they do this?

If they have a judgment against you they can freeze bank accounts sufficient to pay it. It is not clear from your question why you have a further court date.

Shell's explanation is correct. They can also garnish wages if they know where you work. The hearing next month is a post judgment proceeding to ask you questions about your assets.
