According to my aged edition of Black's Law Dictionary the phrase "persona non grata" is a term used in international and diplomatic affairs. It denotes "a person not acceptable (for reasons peculiar to himself) to the court or government to which it is proposed to accredit him in the character of an ambassador or minister." More colloquially it denotes an unacceptable person to any organization or group.
