A branch fell off my neighbor's tree and landed on my garage roof, putting a hole in it. The end of the branch was rotted. Is my neighbor responsible for repairing my roof?

Maybe. A lot of this depends on whether the branch hung over your property. If so, you may have some responsibility. It also may depend on any city or county ordinances.
