Municipality lied to court for eminent domain

Is there any legal action that can be taken against a municipality that lied to the court to acquire property via eminent domain they never had and still have no intentions of making a public right of way with a paved road?

Depending on how long ago this happened, you can file a motion to have the court reconsider the case on the basis of fraud.
