Legal Question in Civil Litigation in Illinois

I sent a package through UPS just about a month ago, i was told it will take 3-5 business days to get to its destination (West Africa) For some reason the package hasn't left the Unites states. The excuses i get from the UPS store is that, the package has been sent to a Government Agency for further investigation. For your information this package is a cell phone i bought on Ebay, I did not like it and decided to send it to a friend. They also gave me the excuse of fraud coming out of west africa and they wanted to find out if i knew this person which i told them several times i know who im sending this package to. I was asked to wait for a couple of days and an official letter will be sent informing me about the delay. Judge its been a month and i have heard nothing. I dont know why they asked me to pay $160.00 knowing it will not take 3days to get to its destination. What i want to know is can i take any legal action against this particular UPS store or UPS in general. If so what can i hold them for.
