Two paty checks

Is it illegal for only one person to cash a two-party check and what happens to the person who receives the funds?

If you mean that one of the parties of the two parties to whom the check was written cashes the check, the check should not have been cashed without the endorsement of both parties. There are issues of civil and criminal fraud. However, if the amount is nominal it is likely that nothing will come of it. You may have a claim against the insitution that cashed and/or honored the check.
