Legal Question in Civil Litigation in Illinois

I was pulled over by the police for walking in our local park after hours with my dogs off leash. The police did give me a ticket for parking in the park after hours. 5 days later he shows up at my house to give me two more tickets. One for walking in the park after hours and the other for walking the dogs off leash. Shouldn't he of given me the other tickets when he pulled me over the first time? If feels like he decided days later to give me the tickets. It just feels wrong.

I do walk my dogs off leash very early in the morning in the park and have for the last 5 years. The solitude of the park at 3-4am helps me to center my day beginning with prayer. Also I am a disabled vet and the walking has helped me with my lung problems. All I do is walk the circumference of the park, and leave no footprint. I understand the leash laws are so dogs don't bother anyone, and at 3-4am, there is no one to bother. They are obedient, one is a certified therapy dog and the other is in training.

The police officer did not have to give you all of the tickets at one time. I cannot venture a guess as to why the

officer waited. The laws are the laws and you need to follow them.
