Legal Question in Civil Litigation in Illinois

I purchased an item on ebay. Money was transfered from my bank account via paypal. I recieved info that the seller was go to send the item. Then a couple of hours later I recieved another email stating that my money was being refunded due to Paypal instruction to the seller. Is it a legal and binding contract once the money wire transfer was made? What are my rights? The seller is in Atlanta GA and I am in Chicago IL.
