recovery of property
is there a legal course of action for my brother to pursue in recovering the cost of an engagement ring? his fiancee cheated on him after only being engaged for a month

No--but he can get the ring back if he does not want to marry her anymore. The ring is not a gift--it is an item given in anticipation of marriage. He can get the ring back but not the cost of it--unless she has lost the ring and your friend can prove the amount he paid for it.
