Should my roommate's girlfriend pay a part of the rent and utilities if she lives there to?

"Should"?? Yes if that was the arrangement you and your roommate had when you moved in together. If not then his bringing his girlfriend in changes the picture and you should be able to talk to him about modifying the arrangement since her being there impacts the original arrangement. Assume you could wind up with a fight on your hands.
