Illinois .....small claims court...are there statutes of limitations regarding how long after an incident happens a claim can be filed

Yes. In Illinois the same statute of limitation applies for all cases no matter what the value of the cause of action may be. Although some rules of evidence are relaxed when it comes to small claims matters, the statute of limitation stays the same accross the board.
