sump pump draining on our property

Neighbors put in inground pool with sump pump to prevent water under liner, draining sump pump to an above ground pipe onto our property, which is now standing in several inches of water. Is this legal in Illinois?

Running the pipe onto your property would not be allowed in IL, but running somewhere else where the drainage would then cause the water to run onto your property is a much more complicated question. You probably have some rights to stop or make the neighbor divert the flooding problem, but exactly what the best legal theory would be would have to be researched, both under IL law and under the local ordinances that apply. Where in IL is this problem?
