Village Summons

I have been summon by the village of riverdale to appear before a hearing officer regarding non-compliance of garage repair. The repairs needed are cosmetic and I informed them of this the 1st time I appeared. I indicated that I prefer to wait until the weather condition is warm to allow paint to dry. However, the inspector continues to go out every 30 day. If I do not appear the 2nd time, am I just fined and what are my legal rights regarding village/inspector harassment.

It is 60 degrees today, so this should be academic.

If you are in non-compliance, regerdless of whether it is cosmetic, you are in non-compliance and this is not really harrasment. If you do not appear, you may be fined and ultimately the village coud seek condemnation and the appointment of a receiver to get the work done.
