Wrongful Collections

My wife brought her grandson to the emergency room of a hospital during a time she was baby sitting. Although the child's mother was indicated on the paperwork, the hospital turned my wife into a collection agency to pay for the visit. We believe they took her SSN from records they had previously from one of her visits. The child's mother contacted the hospital and informed them that the grandmother was not responsible for the payment. Everything seemed to be resolved until recently when the collection agency began once again to attempt to collect from my wife and reported this collection to the credit bureau. Although they are attempting to collect from her, they will not release any information to her because she is not the child's guardian ... a catch 22. How can this be corrected? This has been going on for about 3 years.
