Legal Question in Immigration Law in Illinois
I am a US citizen, want to bring my mom, step-dad and their son (my step-brother, 13yo) to US as permanent residents. Mom married step-dad before I was 18. As far as I know, I can bring my mom and step-dad by regular process. My question is - can their minor son be part of their petition, especially considering that he is a minor? The goal is for them to come over as a group.

No, he cannot. You would need to sponsor him separately or they would have to sponsor him after they become permanent residents.
