I am us citizen filing for parents..can underage sibling come?
Hello,
I petitioned for my parents to immigrate to US. My siblings are minor (under 18) and i was hoping they can accompany my parents. Upon calling NVC they said that it is at discreation of the embassy they are interviewing with. What is the procedure? Form 864 says ''state dependents of principal applicant who are going to travel with them'' I am confused and looking for help!

When you petition for your parents there it does not cover your siblings, even if they are quite young. A consular officer may allow for your siblings to obtain student visas, or allow for extended visitors visas to be issued, but typically such accomadations are not made at the suggestion of the consular officer and you will need to plan for a separate immigration plan for your siblings.
