I've been denied greencard application.
In the future will I be allowed to enter Usa as a tourist?

It really depends on why your immigrant visa was denied. If you have a criminal record, then you could be denied entry in the future, even as a non-immigrant. Since I don't have any details about your situation, it is difficult to give you an opinion.
