If I sumbit form N400 by myself, and later decide to have an attorney accompany me to the interview, is this possible or does the attorney have to submit the form from the beginning?

Hi,
You can retain an attorney at any stage of the N400 process.
Immigration law is federal law, and is the same throughout the U.S. However, when seeking an attorney specifically to accompany to the N400 interview, you should consider local lawyers. Additional information about the naturalization process is here: www.h1b1.com/citizenship.htm
