Legal Question in Immigration Law in Illinois

My wife was in H4 till feb and has went india to stamp her H1. Her employer is in VA and my kid is also with her. My worry are due to the recent changes, do i she needs to enter US to near by POE for VA or she can come to chicago and stay for a week and travel to VA.

She should be able to enter at Chicago. It might be useful to have a letter from the US employer explaining why she does not enter at WAS or Baltimore.
