I am suspicious of the carefully worded phrasing of your question, which makes me wonder if you are really engaged in just educational fair use or not.

As a practical matter few website owners go after anyone downloading their pages unless the pages are reposted without proper credit or reposted in some way that damages the value of the original or sold somewhere without posting.

Put yourself in the position of the web page owner and think whether you would object, and you will generally know what the right thing to do is.
