Legal Question in Intellectual Property in Illinois

I am part of a group that is putting on a TEDx event. One of our speakers wants to use part of a song for his talk. What is considered "fair use" for music and if there isn't any can a song be cited like a book would be for a research paper?

That is not fair use. You need to read 17 USC 107, which is the statute on fair use.

Instead, you simply need to be sure the venue or group has an ASCAP or BMI or SESAC or SoundExchange blanket license. Someone with your group should know about that and how to do it. Otherwise, hire a entertainment law attorney, as any good entertainment attorney will know how to handle this.
