Legal Question in Intellectual Property in Illinois

Question re: copyrights. If a person take a cartoon character (i.e.: Disney) and alter it's appearance (skin tone, clothing, color scheme), could they take this character and reproduce it on clothing apparel, stationary, etc. without breaking any copyright laws? Or do you have to contact the production company to get permission to alter it?
