What are the state and federal regulations on the manufacturing of firearms?

I have a firearm design that I might be interested in putting into mass production,it would have possible military,crisis situation,applications. My questions are :1.) " How would a person go about legal production of prototypes

necessary to research and development, and 2.) what regulatory hoops would a man have to jump through in order to set up a manufacturing facility after the patent process?"

Having been patent counsel for Winchester for 13 years prior to entering private practice, I think I can answer your questions. I am a reg. patent attorney,an Illinois attorney (also MO & TX.) Call and we can discuss this. 314-621-5070. This would not be as hard as you might think....one of the benefits of 2nd Amendment. The manufacturing facility would require some approvals and a major product liability insurance expense.
