Legal Question in International Law in Illinois
I have a friend that lost $200,000 in a real estate scam in costa rica. The only evidence she has are emails and copies of checks. Is that enough evidence to sue and where should it be started if the culprit was not a costa rican citizen and may not be living there right now?

It may be enough, yes. The real question is whether they have American assets. Even if your friend prevailed, you cannot collect a judgment of $200,000 without seizing something here.
