Is a Nevada company entitled to not pay commissions in the state of Illinois because an employement agreement has an ''earned but not paid'' provision?
Is this legal even though they have paid others the commission?

I would have to review the complete clause - however, if part of your employment agreement was to include commissions, it would not matter what state you were in.
