So I made a mistake at work not intentional. To sum up the problem I let a machine run to long with created scrap. My employeer came back to me and told me that they were going to hold 25% of my check each pay period until I pay for the mistake. Is this legal?

Assuming a non-union, non-government workplace, they can fire you or demote you for your mistake, but they cannot withhold the damages from your check. You can file a complaint with the state if they do. See http://www.state.il.us/agency/idol/faq/qawage.htm
