Was this illegal?

I applied for a position at a major bank over 3 months ago. The interview went well. They said they needed to complete a background check and said they would get back with me. I have not received any response from them since then except the background check company asking for the phone number of my previous job. Is it legal for them to not send a letter telling you why you weren't hired?

There is no legal obligation for a prospective employer to send a letter. You may want to send them a brief note telling them that you are still interested and what you value about the company. If you still get no reply, I would move on.
