is it illegal for an employee not to give an employee after they have been told that after a year they would get a reveiw and a raise? Can an employer never give out raises?

Depends on whether or not you have an employment contract or are subject to a collective bargaining agreement. Without one of these, it is not possible, from the facts you present, to determine whether the comment that you would receive a review and raise is enforceable. And yes, an employer can choose to never increase wages.
