Can an illinois employer reduce all employees pay because of recession then months later only increase some of them back to original wage?

Without some kind of contractual arrangement in Illinois employment arrangements are "at will" and either employer or employee can terminate at any time. On the other hand, if there is some illegal discrimination going on, then there may be some legal recourse.
