I live in Illinois and my employer cannot pay his employees. Am I eligible to collect unemployment benefits?

If you have worked and were not paid, you should contact an attorney in your area, as well as the wage and hour division of the Department of Labor. If your employer is not letting you work because he is out of money, then yes, you should be eligible for unemployment benefits.
