Legal Question in Employment Law in Illinois

I get paid a salary at work but it is $2 under minimum wage for the 40 hours I work every week is this legal. My boss keeps telling me he will raise it but never does. We also agreed on a salary almost 2 times what he is paying me but he wont pay the full amount.
