No pay on payday
I would like to know is it legal for your employer to call and notify you the night before payday that you will not be getting paid on the next day claims that the city of chicago that we work for thru this temporary agency that if the city is not paying them that they cannot pay us and we will not be getting paid on Tuesday but on Friday

Your employer cannot "change his mind" and pay you later than agreed for work you have already performed.
But, if it is simply "Tuesday till Friday," meaning 3 days, then it is not worth pursuing any legal remedy. In the future try to get in writing some kind of penalty for late payments.
