no paycheck/threat of lay off

No expense check for 3 months, supposed to be every 2 weeks. Missing money from IRA fund that was withheld from my paycheck. My paycheck is now 4 days late with no pay date in sight. My employer claims lack of funds and that I will be paid when they have the money. They also told me I may be laid off in the next 30 days for lack of work. I've repeatedly asked for an employee manual during my year of employment. They will not provide one. If I am laid off, how do I enforce any vacation pay, expense pay, IRA pay, etc. without the company policy in writing?

I'd suggest contacting the Department of Labor, but this question should really be answered by an Illinois attorney.
