Can I plead the fith on a phone hearing for unemployment dispute with my old company who is lying and cheating for reasons both of us know, since there is a real judge on the phone with us?

These hearings are conducted by hearing officers, not Judges. On the other hand there is no reason why you have to receive unemployment insurance. If you don't want to tell the truth, cancel the claim or don't bother to take part in the phone hearing. Since these are administrative hearings, you have no right not to testify or respond to questions and any failure to testify will be held against you and your claim denied.
