can promissory estoppel be a remedy when an offer of employment is rescinded and injured party lost current employment

Illinois is an "at will" state, meaning you can hire or fire for any reason as an employer, or you can quit any time, as an employee. Unless there are contractual promises that have been accepted, or there may be union collective bargaining....or other protocols. Normally you firm up the new job before letting loose on the old one. Without more information there's very little to say.
