Legal Question in Employment Law in Illinois

It has been reported to be by at least on employee (who is 16) that he caught our General Manager, who is the husband of the owner of the the store, watching pron on the back office computer, which is located in the the food prep aria. I have caught him myself on several occasions, but not that crew are reporting, the incident has escalated. There have also been reports of him smoking in the back room, and rumors of the use of pot based on lingering oders and ash and other residue in the desk aria. (This is a shared desk for all employee use). I don't know how to handle this situation. The crew member does not want to make a big deal of this, but we also have female employees, some of which are 16, who might catch and have a different response. I already have a shaky relationship with the owner, and doubt she will even believe the reports if i tell her. I don't want to go to our franchisee AR person, unless I know both mine and my crews jobs are safe. But know something has to be done.

There are whistleblower protections, but based on the facts presented here, they do not apply. From a civil perspective, your employer is probably within their rights if they terminate you for complaining about these issues.
