Legal Question in Employment Law in Illinois

I work in IL, and i am a manager. Today i needed to send home some employees because we had to work and they weren't doing any work. one of them had told me if he works only a 4 hour shift that i cannot legally send him home. So my question is, is this true or no? I am interested if there are any laws regarding an employee being sent home.

Here's what's troublesome. You claim to be a manager but don't know anything about the workplace rules, protocols or procedures of your own work place? Without knowing whether there are any, it is impossible to help you.
