Does there need to be a 30 day notice if a building manager makes a change in a rental policy? For example, I needed to file a payment extension for my rent and was told that I needed to have half my rent when I come in to file an extension. My apartment is under new management and there was no notice sent out saying that half the rent needed to be paid to file an extension. I spoke with the building manager and she said since she has only been there for two weeks she hasn't had time to send out a notice. Legally does she have to give us 30 days to comply or can she make that change effective immediately?

Non-payment of rent can result in a 5-day notice under any lease; all other changes to a month-to-month tenancy normally require 30 days' notice. That won't stop your landlord for improperly acting, however, so I suggest you see an attorney about finding a way either to comply, or get out, without an eviction against you.
