apt flooding

in late june there was flooding.my garden apt was one of the few that took in rain& sewer water(i asked around everyone has sub-pipes) flooding is very common but i was not aware.our belongings were damaged. isnt the landlord supposed to compensate me? i asked for a copy of the lease but they didn't give it to me. i gave them list & pics of the damages and they never got back to me. before i left that day she muttered something about renter's insurance. i called the LL's daughter the day it happened she didn't seem surprised and actually told me it happened before. i asked if they were going to pay for my stuff and she said ''we pay.'' the phone cut out and i tried repeatedly to call, but no answer, i didn't hear from anyone for hours later.later the LL tried to tell me i was wrong and herdaughter was wrong,and that they would pay and it never happened before.later the daughter said she didn't say that.when i was moving out she said something about renter's insurance,& never heard from them again.my final move will be a certified letter with pics to them.i feel that they are trying to jip me.i don't believe that it has never happed before, since her son told me it has & the heater & boiler are elevated 1-2ft off the basement floor

You technically are meant to have renter's insurance which is not typically covered by landlords. However, you may have another cause of action if it was known to flood prior to this but proving that may be costly and difficult to prove.
